The phrase "Manifest Destiny" promoted the idea that it was people's duty to establish themselves in the country, spreading their way of life and religion. The "Manifest Destiny" was used by people to basically say that God wanted them to take the land and force their culture and beliefs upon the Native Americans. It is propaganda because it was a way of persuading people to help acquire western land, a way to justify the desire of other people and find support simultaneously. So, the answer is "C.
