In military terminology, Mobilization is the process of assembling and preparing troops or soldiers for war. Mobilization was first used in the 1850s and 1860s when the imperial Russian army were preparing for war. Although the theory and processes of mobilization has been changing since then.

Mobilization can also be described as the act of gathering reserve forces for military operations. The type of operation and the level of emergency determine the level of mobilization. However, depending on the level of mobilization, recall processes and mobilization phases remain the same.

Selective Mobilization is when the military is being prepared to response to cases of natural disaster or civil incidents that does not pose any risk to natural security. Such cases include earthquake, postal strike and other natural disasters.  

Partial mobilization is when military is being prepared by the president to confront external threat that poses a greater risk to national security. The deployment could last for 24months.

Full Mobilization is when the congress mobilizes all reserve military personnel for declaration of war or in the case of national emergency.  In this situation, mobilization could continue till the duration of the war or emergency.

Total Mobilization takes place when the congress and the president mobilized the entire member of the military or armed forces to meet war requirement in combating external threat to the security of the country.
