The generalization that can be made is that most of the representatives wanted a stronger central government (A). The Articles of the Confederation (the first American constitution), which were confirmed by all the states on March 1, 1781, were limited in some respects. One of them was the characterization of a very weak, almost powerless and practically symbolic central government. For instance, the federal government was not entitled to collect taxes to support itself. In addition, each state was allowed to have its own currency and to establish its own diplomatic relations with foreign nations. For that reason, it soon became obvious that this first Constitution needed to be changed, hence the celebration of the Constitutional Convention six years later, in 1787, which laid the foundation of the present Constitution.
