The leash is 10% off the original price.

He must also pay 6% sales tax.

10 % is written in the decimal form.

= \frac{10}{100}

= 0.1

6% is written in the decimal form.

= \frac{6}{100}

= 0.06

Than the discount on the original price = 0.1 × 24

                                                                 = $2.4

Than the sales price = 0.06 × 24

                                  = $1.44

Total cost of the leash = 24 - 2.4 + 1.44

                                    = $23.04

Therefore  total cost of the leash is $23.04 .
