They probably think that with slaves gathering in groups they can help each other out and some might have a lot of information, to help them all escape and they have a better chance to do so. The Continental Congress established a new national government after gaining independence from Britain so each of the 13 new states would know what their powers were and what the powers of the national (central) government would be. The ARTICLES OF CONFEDERATION served as the basis of the new national government.
