It would require less force because of the larger distance between the elbow and the location where the force from the biceps acts.<span>It would require less force because the torque for each newton of force from the biceps is greater.</span>

Biceps lever is similar to a door. When you push a door near the handle, it will be much easier than pushing it near the hinge. In this case, the elbow is the hinge and biceps insertion is the push/pull location. 
Biceps lever mechanism will be more effective if it muscle insertion became further. The moment arm also increased so the torque is increased too.
