  Meaning that a bill it brought out from the committee and to the floor for consideration without a report from the committee and without the cooperation of the leadership. It usually is associated with the U.S. House of Representatives. A discharge petition in modern times requires the signature of an absolute majority of House members '218 members'.

This is a complex question that I cannot really explain easily. I can give you some hints though. 

It is difficult to say Machiavelli was right or wrong with what he was saying. We have to put his words into the context of Italy, Europe in those times which lead him to say what he did. Had he lived today, chances are he would say something else. Or not. 

Furthermore, I wouldn't say we can always expect our political leaders to be virtuous and effective (although this would be great) but it often happens that through cunning and strategy some get to top positions and aren't really suitable for them.

Sharecroppers worked on farms and they were provided the farm by a man. The man would take 1/2 the crops and they must sell the other 1/2 to pay rent and other needs. Yeah paying rent even though they give 1/2 the crops. Awfull isnt it? Just like slavery your stuck in an endless work cycle.
