In response to the devastation, the Red Cross immediately stepped in to provide medical aid to survivors. People from all over Texas donated food and supplies to the people of Galveston. The governor of Texas, Joseph D. Sayers, set up committees to collect funds to rebuild the city, and the Texas state legislature allowed the city to keep property tax revenues to use for rebuilding. When it came to rebuilding, the city reconsidered its government structure and it brought in experts in city planning and new technologies to help it rebuild. In an effort to protect it from further hurricane damage, the city built a 17-foot sea wall on the Gulf Coast side of the city and raised the city’s elevation 8 feet by importing sand.
