The Qin Dynasty ruled ancient China from 221 to 206 BCE. Qin Shihuangdi was the first emperor of the dynasty and he immediately made some decisions that allowed him to get total control of the empire. He divided China into many districts and appointed an administrator in each one of them. These administrators directly reported to the emperor. These centralized form of government allowed him to exert control over his territories and established a bureaucracy that served the emperor.
