I would say I’d depend. If we’re talking about the dystopian fiction directly, it is an idea of what the future will be like but through the eyes of the author. For example: Among the Hidden talks about a society where 3rd born children are prohibited and killed. If that will ever occur due to lack of economy or food it’s not an actual fact. But, it’s not like it can’t happen either; circumstances are so bad that it can happen. Now, if it impacts the future itself is uncertain because we human beings don’t have the capability of predicting the future. But, it’s possible that a crazy leader can find inspiration in a dystopian book and base rules of it.
