The discount rate is the interest rate that the Federal Reserve charges US banks if they wish to borrow money. In turn, it is an instrument that the Federal Reserve uses to perform its monetary policy. It can be used if intending to boost or to contract the economy when needed, and also to control inflation levels.

By lowering the discount rate, banks can enjoy cheaper access to funding from the Federal Reserve. Low interest rates trigger higher levels of the demand of money in the economy and this mechanisms in turn increase the money supply.

The economy in the United States in the 1920's varied greatly from European countries. After WWl, Europe struggled to rebuild. Europe had taken the brunt of the attacks and went into a deep depression. The United States in contrast boomed. The economy was better than ever before. Since no attacks had happened on American soil, we were able to mass produce consumer goods, etc. People were buying on credit, investing in the stock market, and moving to the city. Life was good in America; not so good in Europe.
