Well first convert 2 9/10 as an improper fraction which is 10•2+9= 29, 29/10 then convert that into a decimal which is 29 divided by 10 which equals 2.9 then you move the decimal over to the right twice which gives you 290%

2 is a whole number
9/10 is a fraction so you divide. so 9 because it is like 90/100. Basically it is a decimal and then a 9 :)
