Popular sovereignty refers to the idea that the power of the government comes from the people who inhabit a place. This means that the government has the responsibility of acting according to the wishes of the people who elected it. Moreover, it generally also implies that a government that does not follow the wishes of the people is an inefficient or unjust one that should be replaced.
Limited government refers to the idea that the power of the government is limited. This means that the government is not able to act in anyway it wants. Instead, it should only act within the boundaries that the people, or the Constitution, have established. This is also intended to prevent the abuse of power by the government.
