The correct answer is C. (1) The bill is reviewed by a committee. (2) representatives vote on the bill.

A bill cannot be debated unless it is examined by a committee and it certainly cannot be voted unless it is debated. The legislative process is very thorough.

Of course, if the president disagrees with the bill he can veto it after it is sent to his office to be signed but that is a different subject.
