This compromise was made on the over the debate that whether or not slaves should be calculated when preparing its total number of residents on the matter of tax and any law-making purposes.

The states in the North and the South were not able to decide or agree on how slaves would be calculated in the community.

Then it was concluded that every five slaves would be calculated as the three for taxation and representative purposes.
