first, factor top and bottom
3x^2-3x=3x(x-1)
x^2-9x=x(x-9)

so we have
\frac{3x(x-1)}{x(x-9)}-3=
\frac{3(x-1)}{x-9}-3

\frac{3(x-1)}{x-9}-\frac{3(x-9)}{x-9}=
