Hitler's goal was to establish a New Order based on the absolute hegemony of Nazi Germany on the European continent. Under these plans it could be said that the Nazi party has acted by attacking and occupying other territories. Hitler believed that Nazi Germany should demonstrate its superiority, which is why it had to fight to establish its hegemonic power in Europe.
