Hmm, well I think the answer is C.

I would say Answer A & B are incorrect because if the death rate was higher, soon there would be 0 people on earth. And B is incorrect because soon there would be overpopulation, the death rate would only slow this factor down.

So I believe C is the best answer out of C & D
