First multiply both sides of the inequality by 2 to clear out the fractions
y > (3/2)x - 7/2
2*y > 2*( (3/2)x - 7/2 )
2y > 2*( (3/2)x ) + 2*( -7/2 )
2y > 3x - 7

Now get the x and y terms to one side; move the 7 to its own side
2y > 3x - 7
2y+7 > 3x - 7+7 ... add 7 to both sides
2y+7 > 3x
2y+7-2y > 3x-2y ... subtract 2y from both sides
7 > 3x-2y
3x-2y < 7 ... flip the two sides and the inequality sign

We finally have the inequality into the form Ax+By < C where 
A = 3
B = -2
C = 7

The answer is 3x-2y < 7
