In the giver, they do not allow you to choose what job you want to be in or what career path you want to see. What colors you can see or what happens to you in the future. It's all controlled by the Heads of the town who will basically kill you if you disobey. They keep you on medications to make sure you stay in this type of a mode.

Similar to The Hunger games because you cannot choose what career you'll be in, you're assigned the district and whatever your district has to do for the government and the planet is what you have to do as well. Just like an example was in the first hunger games where Katniss met Rue, Rue talked about how a boy took some goggles or something to play with (I forgot what he took) and he was just a young boy, but the PeaceKeepers killed him anyways. Full control.

They are in different situations because Jonas is one who decides to run away from the fight and the government whereas Katniss runs towards the fight and the capital.
