The twenty-fourth amendment which was proposed by Congress on 27th August 1962 and ratified by the most states on 23rd January 1964 was very significant act for the African-Americans. It gave them right to vote by eliminating poll taxes and thus gave them political rights and say in the formation of government. The amendment also established equality and ended discrimination with African-Americans.

However, this proposal was eventually rejected and eventually a new deal was reached which is now known as the Connecticut Compromise.  A ratified form of this deal is currently included as part of the Constitution.
