The main goal  of the contract is to stabilize the concentration of greenhouse gases at a level that would prevent the threat of climate change. This contract is not binding, as it does not give any restriction on greenhouse gases. It provides a framework for negotiations on international treaties (protocols), that may impose restrictions on this problem.
