The United Nations Framework Convention on Climate Change is an international environmental and development treaty agreed upon by the United Nations Conference, also known as the Earth Summit. The main goal  of the contract is to stabilize the concentration of greenhouse gases at a level that would prevent the threat of climate change. This contract is not binding, as it does not give any restriction on greenhouse gases. It provides a framework for negotiations on international treaties (protocols), that may impose restrictions on this problem.
