Lol, I live in San Diego right now with the Hepatitis A outbreak, but to the question, you should wash your hands regularly and if you happen to have it you should contact officials immediately. All people that have come in contact with that person who is carrying it should get tested as soon as possible.

Hepatitis C spreads via one way. Contact via a bodily fluid like blood, semen, breast milk, lymph, etc...

As such communities can help prevent the the spread of Hep C via campaigns that improve sexual habits of people (stop unsafe sexual contact). Additionally for the event more common needle sharing in IVDA (Intravenous Drug Users) programs that introduce the dangers of drugs and drug sharing, rehab programs, and at the very least some way of sharp disposal for those doing drugs.
