1/2 because just cancel out the zeros and u get 1/2 which if u multiply by 10 u get 10/20

It is 1/2, this is because when you simplify the fraction, you find the GCF (greatest common factor )between the two numbers, so, since both use 10 as their GFC (what makes them up), you divide both by 10, to get 1/2. 
\frac{10}{20}=\frac{1}{2}
