Its sort of like a custom.Its not really written down and there is no legal punishment, but if you disobey the custom you will in some way be shunned or punished by the people who follow that custom.

It is only natural that they spread out and conquer/capture/kill/annihilate those in their way (the true Americans/Native Americans). In doing so they conquered a whole land and taught them their ways while spreading West.
