In simple words, a person who consumes something is called a consumer. When a person pays for something to buy a product or service to be used or consumed by himself, he is called as a consumer.

For example, when a person is buying a phone that he will use for his business calls, he is basically buying a product to be consumed by himself by paying for it. So he is acting as a consumer in this example.  

Also, when people buy meat or vegetables, they act as consumers, because they buy these products to be used by themselves.
