<span>Self-determination was the one area that was not part of the negotiations (choice C). This Congress was dealing with the Napoleonic Wars and the French Revolution that had taken place just a couple years prior. The goal was to make sure that a long-lasting peace could be had, and not simply to bring every country back to the old boundaries that had existed before these wars.</span>
