The Fugitive Slave Act, passed by the US congress in September 18, 1850, stated that property is property, no matter where they are brought (free state or slave state) and that the North (free states) have to also help find run-away slaves, and if they were caught helping slaves flee to Canada, they were fined and imprisoned.  hope this helps
