I = V / R

V = 23 volts

R' = dR/dt = 0.5 ohms/second

R = 4 ohms

Rate of change = V(-1/R^2)(dR/dt)

Rate of change = 12(-1/16)(-0.05)

Rate of change = 0.375 amps/second
