The fact that pedestrians may walk on the street should always be considered. This is called J walking: where people walk on the streets without thinking about the upcoming traffic. They would put up a sign for something legal and something thought about before hand which is legal. In this case it would be a cross walk.

The answer is C. B comes in as a close second but the one thing the signals that it is C was the crosswalk on the sign underneath the person walking.
