Scoundrels. To me it makes the best sense because heroes could automatically be exited out, it doesn't fit the desccription dont realyy even need to give much detail on that one. As for citizens, that would fit in their but it doesnt out beat the other two. Now as for the last 2, i choose scoundrel over felons because scoundrel means a dishonest preson: or rogue so it actually fits the exact description, just another word for it.  hope i could help please leave a thanks and a five stars please!
