While it is illegal for a US citizen to offer bribe in a foreign country in exchange for contracts or business interest, the political party, current government policies, the degree of politicization of trade and the legal framework of the host country may make it difficult for the businessman not to engage in bribery. For example, in some African countries, bribery is almost a norm and nothing gets done without bribery, American businesses operating in such locations will be forced to engage in bribery despite The Corrupt Foreign Practices Act.

The Mayas used this method to farm areas of land that otherwise would have been too wet to use.
