Answer:

political/legal

Explanation:

The Corrupt Foreign Practices Act of 1977 forbids U.S. citizens to offer bribes to officials in other countries, but some of those officials depend on bribes to supplement their meager incomes. This particular dilemma is part of the political/legal environment.

The political/legal environment has to do with the combination of political party in power and the current legal framework of the country of operation. While it is illegal for a US citizen to offer bribe in a foreign country in exchange for contracts or business interest, the political party, current government policies, the degree of politicization of trade and the legal framework of the host country may make it difficult for the businessman not to engage in bribery. For example, in some African countries, bribery is almost a norm and nothing gets done without bribery, American businesses operating in such locations will be forced to engage in bribery despite The Corrupt Foreign Practices Act.
