ANSWER: THE STATE OF THE UNION ADDRESS (SOTU)

EXPLANATION:

SOTU is a yearly address delivered by the President of the United States to a joint session of Congress. This message is delivered at the beginning of each calendar year in office.

However, this annual message fulfills the requirement in Article II, Section 3, Clause 1 of the U.S. Constitution. The Senate and the House comes together to appoint a date and time for the joint session.

Furthermore, budget and economic report of the United States, are usually included in the address to the Congress. It also gives the President an avenue to propose a legislative agenda and national priorities.
