The bank would be run by wealthy stockholders and would help this privileged class become more rich and powerful. The Constitution did not give the national government the power to establish a bank.

Both emperors improved the Byzantine legal system, though Justinian seems to have played a significant role in the systematization of the Roman legal code. Justinian set up a commission of lawyers to put together a single code by listing every law by subject so that it could be easily referenced. The listing of laws did not only serve as the basis for legislation in the Byzantine empire but as a significant influence on the Catholic church development as well.
Basil, on the other hand, collected laws in the Basilka and also made small legal manuals known as Eisagoge hence making the role easier to understand. The Basilika collection of law was mainly to simplify as well as to accept Emperor Justinian code of law.
