The number of zeroes doesn't matter because the numbers are the same. For example, 4.400 could also be 4.4000 or 4.400000 or even 4.4000000000. Where the "4"s are placed is what matters, because if those were moved around, you could end with something like 44.000000 or 0.44000000000, which wouldn't be the same as 4.400.
These two decimals above are equivalent to 4.400 because no matter the amount of zeroes, the numbers are the same. For example, 4.400 is also equivalent to 4.400000000000000000000000000000000. As long as the "4's" maintain the same place (ones place and tens place), the decimals will be congruent to one another.
