Answer and Explanation:

The first phase is reconstruction Lincoln was assassinated, and Andre Johnson becomes the president. He inaugurated in this era. That’s why this period is known as Presidential Reconstruction. He planned the way new state government would be shaped. This government gave a free hand to manage the affairs and eradicated slavery rejected secessions, and revoked the Confederate debt. The government enacted the black codes in return. They have to sign the labor contract on a yearly base. African Americans resisted this idea. Johnson rejected the civil bill. His stubborn behavior ruptured the relation with Congress.

Civil Rights Act became law and became the first legislation in American history over the president’s veto. And then the Federal government held responsible for equal rights in America.
