In my opinion answer should be New York. Because Arizona and Colorado are not coastal states. So they should be least worried about rising waters. North Carolina and New York are the two sates that have seasides. New York is now the most vulnerable city in US to flood and by 2050 it will still be the most vulnerable city in US to rising waters. So, New York is the correct answer.

According to recent scientific studies on the subject of climate change, researches agree that the most affected states by the rising of waters could be the states from North Carolina to Florida. The Southeast region of the United States could suffer more from extreme heat conditions during the summer and the rise of the level of the ocean that could cover large extensions of the coasts.
