I think Lord Acton would most likely agree with the statement: "<span>A federation would be best because it balances power between the state and federal governments.</span>" This is because in this set-up, the power belongs not only to a selected few but to several people. This is unlike the other statements which suggest forms of government that leave the power only to a few people which is close to gaining absolute power.
