An inequality for this speed sign would need to be one where x is less than or equal to 25mph. We don't have to go exactly 25mph, but it's okay if we do go exactly 25mph. We can also go less than 25mph without getting a ticket.

An inequality equation would look like this:
x < 25
***should be less than or equal sign but I don't have one on my keyboard
