The system of checks and balances failed under Andrew Jackson when he acted against a ruling of the Supreme Court (C). Andrew Jackson was the seventh president of the USA. He acted against the Supreme Court ruling and enforced the policy of Indian Removal. He was also the first president to use his right to veto bills as a political tool. He vetoed twelve bills in his two terms of office. Jackson founded the Democratic party and supported individual liberty.

In the beginning of the colonization 13 states were made on the East and the Native Americans had the entire west coast.
