President pro tempore is an elected member of Senate and he/she can vote and speak up on any issue. He/she enjoys many privileges and limited powers. The office of President pro tempore was created in 1789. The salary of the President pro tempore is equal to the majority and minority leaders of both houses. If the seat of the office of vice president falls vacant , then the president pro tempore is given the same salary as given to that of vice president.

With the passage of Presidential Succession Act of 1792 the president pro tempore become third in line in succession after President, followed by Speaker of the House of Representative.
