Basically it's asking you how much is the 3 in each amount and how much one of them is greater than the other.

4,385 = 300

3,899 = 3,000

3,000 is obviously the greater value but we need to find out how much more it is than 300. We can figure this out using multiplication. And since its only a place higher we use 10.

10 x 300 = 3,000

So, 3,000 is 10 times more than 300. That's your answer. :D
