Penn was born into a very influential Anglican family in England. His father was in the service of the crown and had been recognized in his post, but in the reign of Oliver Cromwell the family was exiled to Ireland after a failed mission in the Caribbean. At age fifteen, Penn met the Quaker missionary Thomas Loe, and was invited to a meeting of the Religious Society of Friends, where he had a religious experience.

After the death of Cromwell, the father of Penn was aligned with the realists and participates in bringing back to the king Carlos II of England, for which, would be well positioned in England and knighted later.

Later, Penn requested to see King Charles II of England, who, as a result of an accumulated debt of back wages to his late father, owed a large sum of money to Penn's family. He proposed that the crown allow a massive migration of Quakers to the colonies. He knew of the hostility that the Quakers suffered in the nation and managed to reach an agreement with the king. In 1677, the group of Quakers got permission to emigrate and in 1681, the king granted him a vast territory to the west and south of New Jersey. This was the form of payment with which the king paid off the family debt and Penn was given a royal decree that named him "absolute owner" of the land given and indicated that he would have almost unlimited power in the new colony. Penn called it "Sylvania" (from the Latin for "forest" or "jungle"), but the king changed the name to "Pennsylvania" (the forests of Penn), in honor of the deceased admiral.
