Piaget believed that a child's moral judgments build on cognitive development while Kohlberg agreed and sought to describe the development of moral reasoning. In addition, cognitive development is the building of understood procedures as well as memorizing, problem-solving and decision-making, from youthful over teenage years to maturity while moral reasoning is a rational procedure with the objective of defining whether an idea is right or wrong.

I would say the following:

1) access to food and water. This means that they should be next to water sources (rivers) and fertile ground

2) construction material: wood and/or stones

I would say that a location on a trade route would also be beneficial (and rivers were trade routes: this explains why so many cities were on rivers!)

As one's peesonality ages so do their experiences also do so. Imagine if you were a child and were extremely happy. Then imagine years later when you are no longer happy. What caused that... it was an experience.
