The constitution would have not been passed if it was not for the bill of right since that strengthened the argument for the feds and put a huge hole in the argument's of the anti-feds

"We can not make a strong powerful government with our liberties and rights on the risk of losing. We just fought Britain for these reasons" 

So the feds made the Bill of rights promise and that was the compromise to believe it or not, since some hard far feds did not like the bill of rights since the politicians that the Americans are gonna vote for should already reflect the rights of your ideals , so no bill of rights is needed.
