Answer: Ending segregation.

On July 26, 1948 President Truman issued an Executive Order 9981 which states that “there shall be equality of treatment and opportunity for all persons in the armed forces without regard to race, color, religion, or national origin”. Moreover, the order affected the military by ending segregation in the armed forces and ordering full integration of all military services.

Truman’s policy was more defensive than offensive.  This can be seen in the Marshall Plan where he used economics to rebuild war-torn as an incentive to promote democracy.  Though he would not use military force, He vowed to support countries against communism and this was seen in the establishment of NATO as a deterrent to Russian expansion.
