To write a percent as a decimal, you move the decimal point to the left 2 times. So right now it is at 90.0. If we move it over to the left twice, we get 0.900 or just 0.9. To write it as a fraction, take the new decimal and put them as a place value fraction. For example, where is the 9 located in 0.9? in the tenths place! So the fraction would be 9/10. this shows that the 9 is in the tenths place.
