The radius of the belt increases and decreases depending on the flux of charged particles that bombard the magnetic field of the earth around the region , equator. This increase and decrease is dependent on the solar activity. Solar storm release charged particles that interact with the magnetic filed.

Organization in organisms is like this:

cells => tissues => organs => organ systems => organisms

Since we are talking about a group of cells, this would be a tissue. Don't let the word 'function' confuse you. Tissues do functions as well as an entire organ or organ system.
