I am assuming that is a one in front.

1 - 7v - 3 = 4
First do 1-3= -2
This leaves you with:
7v-2=4
Add the two to the right side (since it is negative)
7v=6
Divide the 7 off of the v, do the same on the other side
Answer: v= 6/7
