Trawling is when the fishing boat drops a massive net and drags it through the water. The net goes from the surface to close to the bottom. The fishing boat brings in the net, as it does, the net catches anything and everything in its path. Trawling has been heavily regulated. The restrictions all depend on the location but some of these restrictions include season, time of day, or location.
